1. Introduction to the Maryland Public Information Act (PIA)
The Maryland Public Information Act (PIA) gives the public the right to review and obtain copies of disclosable public records held by state and local government agencies, including UMBC. These records may be inspected except when protected by a statutory exemption.
The PIA applies only to records made or received in connection with public business; it does not require UMBC to answer questions, create new documents, or compile information not already maintained as a record.

2. How to Submit a Public Information Act Request to UMBC

Important: UMBC can only receive and process PIA requests when the University is open.
3. What Happens After You Submit a Request
Once a request is received:
- Initial Review
UMBC determines whether it is the appropriate custodian of the records and checks that the request is complete. - Search and Response Timeline
UMBC retrieves, reviews, and prepares responsive records in accordance with the PIA’s timelines and disclosure rules. - Records Limitations
Some records may be withheld or redacted if they fall within statutory exemptions protecting privacy, security, or other interests.
4. Fees Under the Maryland PIA
Under PIA § 4‑206, UMBC may charge for the search, preparation, and reproduction of records—excluding the first two hours of work, which are free.
- UMBC requires advance payment of estimated fees before processing begins.
- Actual costs may differ from the estimate; any difference will be billed or refunded.
Payments may typically be made by check or money order; UMBC does not accept cash or digital payment methods.
