John E. Burke, Associate General Counsel

John joined the Office of General Counsel in 2023.  John advises and supports university clients on a wide variety of matters, including contracts, campus governance, regulatory compliance, public records, student affairs, and university policies and practices.

Before joining UMBC, John was coordinator of legal and labor relations for Washington County Public Schools, associate counsel for Baltimore City Public Schools, and deputy general counsel for Harford County Public Schools. John handled all legal matters for these local education agencies, including contracts, policies and procedures, employment, student affairs, school governance and support, safety and security issues, regulatory compliance, board governance, public records, defending union grievances, and representation in appeals before the Board of Education and Maryland State Board of Education.  

Prior to that, John was associate general counsel for a national health and fitness retail company, specializing in contract, employment, compliance, and regulatory affairs.  John’s work included representation before the Equal Employment Opportunity Commission, State Attorney General commissions, and several state Division of Human Rights.

John earned his Bachelor of Arts degree in psychology from Georgetown University and his Juris Doctor from the University of Maryland Francis King Carey School of Law.  John is admitted to practice law in Maryland.
